Effective Workforce Solutions Ltd was formed in 2011, following the restructure of the Clinical Therapies and Rehabilitation Directorate at Calderdale and Huddersfield Foundation NHS Trust.

This provided Rachael Smith and Jayne Duffy, the creators, developers and IP holders of The Calderdale Framework, with the opportunity to venture into the world of private enterprise!

Rachael and Jayne, known affectionately as “The Calderdale Girls!”, are both Physiotherapists by profession and have impressive combined NHS experience of 40 (plus!) years under their belts – so know what its like in the real world.

Their experience of developing The Calderdale Framework in conjunction with other agencies i.e local authority, social services and third sector has added to their breadth and depth of their understanding  in repect of the needs of a more integrated, productive workforce, which is service user centred; safe, efficient, effective and of the highest quality. Indeed, their leadership in developing the reablement service in collaboration with Calderdale MBC won the service a Modernisation Award in 2002.

They have been developing The Calderdale Framework for several years and were highly commended at The HSJ Awards 2008 for their work around delegation, and again finalists at 2011 HSJ Awards with their work in relation to using the Calderdale Framework to successfully implement Assistant Practitioners into practice.

In 2013 the work using CF to integrate the Health and Social Care Workforce again led to finalist inclusion of The HSJ Awards.

In 2011 The Calderdale Framework was implemented in Queensland, Australia where several research projects are currently under way.

Both Rachael and Jayne hold Master of Science Academic Awards.

Donna qualified with a BSc (Hons) in Physiotherapy in 2004 following 20 years of experience working in a variety of health care settings. She has worked for the Calderdale and Huddersfield NHS Foundation Trust since qualifying and has been a Specialist Physiotherapist with an expertise in Neurological rehabilitation for the past eight years.

Donna has worked as a Champion of the Calderdale Framework since 2007 with a key role in writing framework competences, and training for both Assistant Practitioners and Occupational Therapists in Skill Sharing. She is a Calderdale Framework Facilitator within her Trust and an Associate to the Effective Workforce Solutions.

Sharon is currently the Director of Engagement and Development at the University of Sheffield having been Director of Education & Quality / Learning & Development in Health Education Yorkshire and the Humber and, prior to that, holding strategic roles in both Yorkshire & the Humber and the North East Strategic Health Authorities. These positions followed senior roles within acute and mental health organisations in the North East, where she was also a non-executive member of the North East Learning and Skills Council and a Director of an innovative new centre involving employers in developing vocational experiences for both young people and the wider community.

Prior to this, Sharon gained considerable experience within the secondary education sector through teaching and school management roles in Lincolnshire and South Yorkshire. This provided a thorough understanding of learning and teaching, quality standards and continuous improvement cultures and methodologies. Before entering teaching, she worked for a major pharmaceutical company, having qualified in Biochemistry and Pharmacology, and has also had numerous voluntary roles across health and social care. Aside from teaching, professional qualifications include Fellowship of the Chartered Institute of Personnel and Development (FCIPD).
